Licensing Act 2003

The new Licensing laws set out a transitional period from 7th February 2005 to November 2005 for existing licences to be converted into Personal and Premises Licences or Club Premises Certificates (CPCs).  If Variations are requested (e.g. extension of opening hours) those variations must fulfil the requirements of the licensing objectives.

The Four Licensing Objectives

  1. Prevention of Crime and Disorder
  2. Public Safety
  3. Prevention of Public Nuisance
  4. Protection of Children from Harm

The public and local traders may make written representations to Herefordshire Council in relation to any variation and the ability of the business to fulfil the licensing objectives.  A notice will be displayed on the trade premises for 28 consecutive days and a notice will be published in the local press stating the variation and time limit when to respond. The local authority can not take into consideration any comments other than those in writing and supplied within the stated time limit. Additionally the list of variation applications will be published on this website under ‘applications register’.
