The Leominster Area Regeneration Company
To combat the decline of Leominster in the 1990’s, a cross sector partnership comprising representatives of the private, public and voluntary sectors was formed in 1996. In 1998 the Partnership formed a company limited by guarantee – The Leominster Regeneration Co. Ltd. (LRC).
At the AGM in October 2003 the LRC was formally renamed the Leominster Area Regeneration Company Ltd (LARC) to highlight the involvement of the hinterland parishes in the Market Towns Initiative programme.
The Board of Directors of the Leominster Area Regeneration Company Ltd undertake the general control and management of the Company. The Board comprises representatives drawn from three constituencies: the Public sector, the Business sector and the Community sector. The Public sector nominates five Directors, the Business sector nominates eight Directors, and the Community sector nominates 14 giving a full complement of 27. The Company has a Chair and a Vice Chair.
Members of the Board include representatives from: The Marches Housing Association, Herefordshire Voluntary Action, Citizens Advice Bureau, the Police Community Consultation Group, and Community First.
The LARC Ltd Success Story
The Company has a proven track record of working with the community, having previously put together a £10 million package of projects. This included £2.155 million from the Government’s Single Regeneration Budget.
The Company managed the successful “Back From The Brink” SRB3 programme. This directly addressed and added value to a number of key regional, national and local strategies through the three A's - Attractions, Accessibility and Amenity.
Of the targets set by the then LRC, one aimed to reduce shop vacancies from 17% in 1996 to 5%. This was achieved in 2000. The LRC also wanted to increase the number of shoppers in the town by 15%. However by 2000, the actual increase was a staggering 44%.
