Herefordshire Council has a legal duty to collect business rates. The council collects business rates on behalf of Central Government and the money collected by the council is paid into a central pool. Central Government then redistributes the central pool back to local authorities to help pay for the local services they deliver.
Local authorities have no control over the amount of rates payable by business and the level of rates paid is not linked to the level of services businesses actually receive.
